|That blimp looks like the most secured location on this boat. If Raleigh's really as smart the police file suggests then that's where I'll find him.|
— Sly just before entering Raleigh's boat[src]
Sly approaches Sir Raleigh's boat and gets a good glimpse of the storm machine floating above it. He suspects it to be the most secured location on the boat, and where he will find Raleigh. However, Bentley informs him that this plan is flawed, since Sly would have to destroy an electric generator that is powering an electric tube, which leads to the other side of the boat. The generator is locked down. To destroy it, Sly would first need to find at least two more treasure keys, which are heavily secured.
Bentley points Sly to one of his holographic markers, which he uses to mark the areas Sly needs to explore. Sly explores these areas and manages to gather up more keys to unlock and destroy the generator.
After smashing the device, he is able to pass through the tube and reach the other half of Raleigh's boat. There, Bentley informs Sly of a plan he hatched to help get him up to the storm machine. The only way Sly can get up there is by shooting himself out of the cannon stationed ahead. Determined to retrieve his family's Thievius Raccoonus, Sly continues exploring the remaining sections of the boat, collecting seven keys altogether, which he uses to unlock the cannon. He then jumps in and launches himself up to the storm machine, and prepares to battle the sinister frog.
